We are living through a hinge in history so abrupt that most people have not yet grasped the magnitude of the shift.
In the span of a few short years, artificial intelligence has moved from a laboratory curiosity to the most consequential force reshaping global power.
This is not a technological transition in the familiar sense. It is the emergence of a new substrate—a new plane of geopolitical competition—one that behaves less like the nuclear age and more like a sudden, planet-wide phase change in the informational fabric of civilization.
For decades, our politics assumed that information was plentiful but intelligence was scarce. Now intelligence—at least certain operational forms of it—is effectively limitless, scalable, and increasingly detached from human supervision.
The great powers, the corporations, the intelligence alliances, and even ad hoc communities of open-source developers now wield capabilities that would have required the resources of a superpower only a generation ago.
We have entered an era in which dozens, and soon hundreds, of actors possess something akin to “first-strike AI capability,” while no player can credibly claim last-strike assurance.
The deterrence logic that kept the nuclear peace simply does not apply here.
The world is in what I think of as a “hot plasma” phase—everything is molten, chaotic, expanding, and accelerating. The institutions designed for the industrial age are dissolving under the heat. Economic structures, political legitimacy, even the shared sense of reality itself is softening and deforming.
Eventually, this will cool into a hardened new order, but that cooling may take decades, perhaps longer. And the shape it ultimately takes will determine the future of liberal society, democratic governance, and human autonomy.
The central question of this century is therefore not whether AI will become dangerous in some distant, hypothetical way.
The question is whether our political, economic, and moral systems can survive the transition long enough to stabilize on the other side.
AI has already dissolved much of the old world. What remains is to understand how we got here—and what choices still lie ahead before the new world calcifies into something far less flexible.
1. How We Got Here: A Brief History of Proliferation

This is not a world with two superpowers balancing each other; it is a world with dozens to thousands of actors—all with asymmetric, partially opaque capabilities.
The central insights of nuclear deterrence do not survive translation to this environment.
- A model leaked on Friday can become a global capability by Monday, with no treaty, inspection regime, or intelligence service aware of the full chain of custody.
- You cannot deter what you cannot see.
- You cannot stabilize what you cannot measure.
- And you cannot negotiate meaningful limits on a technology that can be rebuilt overnight from publicly available components.
1.2 The Digitization of Power
To understand the AI era, it is helpful to recall how power has shifted across the long arc of history.
There was a time when power was measured in land. Then in industry. Then in information. Today, power resides increasingly in computation—more precisely, in the ability to turn computation into strategic insight, operational advantage, and adaptive systems that act with or without human direction.
Artificial intelligence is not just a new tool in the strategic toolkit; it is a multiplier on every tool that came before it. Just as industrialization amplified the capabilities of states and corporations in the nineteenth and twentieth centuries, AI is amplifying every function of governance, commerce, persuasion, surveillance, conflict, and coordination in the twenty-first. It is seeping into every vertical of society, reorganizing institutions from the inside out.
The shift from information to intelligence as the basis of power is not subtle. It is reconfiguring the relationship between states and citizens, corporations and governments, democracies and autocracies. It is altering how legitimacy is constructed and contested. And it is doing this faster than any previous transformation in the structure of global power.
1.3 The Collapse of Global Coordination
For a brief moment in the late twentieth century, it seemed as if globalization might give rise to a coherent international order—an era of coordination, shared norms, and collective institutions.
But these structures were built for a world that moved at the speed of treaties, trade agreements, and printed newspapers, not at the speed of social media virality or machine reasoning.
The past two decades have seen the erosion of global consensus on truth, governance, and shared purpose. Social platforms fragmented the informational landscape. Memetic politics eroded the foundations of expertise and institutional trust. Nations drifted back into spheres of influence, economic nationalism, and competitive technological development.
And then, into this fractured landscape, AI arrived with destabilizing force.
- It accelerates political polarization.
- It rewards speed over deliberation.
- It exposes the brittleness of institutions built for slower times.
- And it magnifies every underlying tension—economic, cultural, geopolitical—into something sharper and more volatile.
We now face a paradox: the world has never been more interconnected, yet never less capable of collective action. Just as humanity faces a technology that demands global coordination, our coordination capacity is at its weakest point in generations.
2. Why AI Proliferation Is Unstoppable
2.1 The Information Ecology Argument (Biology, Not Physics)
If nuclear weapons spread according to the logic of physics, AI spreads according to the logic of biology. Information replicates. It mutates. It adapts. It jumps species, forks into variants, and evolves in parallel lineages.
Once intelligence became information—once the capacity to reason, analyze, or generate text could be captured in software—the dynamics of global proliferation shifted from the constraints of industrial production to the fluid dynamics of a digital ecosystem.
AI models are not factories; they are organisms of code that can be copied and reinterpreted with astonishing speed. They do not require rare isotopes or specialized centrifuges. They require curiosity, compute credits, and access to an internet connection. Open-source communities operate with evolutionary vigor: hundreds of labs and thousands of individuals iterating simultaneously, recombining ideas, and embedding intelligence in new contexts.
What emerges is not a single lineage of capability, but a turbulent ecosystem of competing and cooperating species of models, tools, and frameworks.
This is why traditional arms control frameworks are nearly irrelevant.
You cannot regulate an ecosystem by decree. You cannot stop an evolutionary process by issuing guidelines. And no matter how much certain governments may wish to contain it, AI is now woven into the global flow of information itself. It behaves not like a weapon to be tracked, but like a living system that expands into every available niche.
Proliferation, in this light, is not a policy failure. It is an ecological inevitability.
2.2 The Economic Imperative
There is a second reason AI cannot be contained: it has already become the central engine of the modern economy.
In sector after sector—finance, logistics, medicine, manufacturing, defense—AI is no longer a speculative tool but a competitive necessity. Productivity gains, cost reductions, predictive power, and strategic insight now flow directly from algorithmic competence. Nations that fall behind in AI development fall behind economically, militarily, and culturally.
This creates what I call the Industrial Dependency Trap.
Once a society relies on AI for its economic growth, it becomes structurally unable to regulate AI without diminishing its future prospects. To regulate too heavily is to slow innovation; to slow innovation is to lose competitiveness; to lose competitiveness is to become strategically vulnerable.
The logic is brutal, and it is unavoidable.
Corporations amplify this dynamic. For them, AI is not a philosophical question but a balance sheet imperative. Shareholder value, market share, and global dominance all favor rapid adoption and aggressive deployment. The incentives point in one direction, and that direction is acceleration.
This is why calls for “pauses” or sweeping global agreements have gone nowhere. They run against the gravitational pull of economics. In practice, nations do not regulate the technologies that determine their future prosperity. They harness them—sometimes responsibly, often recklessly, but always competitively.
2.3 The Zero Enforcement Problem
Even if the world’s major powers were aligned on the need to slow AI proliferation—which they are not—the practical challenges of enforcement would overwhelm them.
Software is not like enriched uranium. It does not sit behind fences or require specialized facilities. It spreads across cloud platforms, open-source repositories, research papers, and private networks.
A single leak, a copied repository, or a small team of skilled developers can recreate capabilities that once required billions of dollars in concentrated industrial effort.
This creates a fundamental asymmetry: governments can restrict corporations, but they cannot restrict individuals with laptops; they can monitor exports, but they cannot monitor every private cluster; they can police borders, but they cannot police the internet.
For every attempt at control, dozens of new entry points and loopholes appear. Regulation becomes a game of whack-a-mole played with outdated tools against a distributed and adaptive adversary.
The result is a collapse of enforceability. Not because governments are unwilling, but because the substrate has changed beneath their feet. The global system of oversight built for physical technologies cannot be retrofitted to govern informational ones that replicate without friction.
A single open-source reimplementation of a frontier model—produced by a small research group using consumer GPUs—can outrun the regulatory capacity of entire governments. Once released, it propagates through mirrors, forks, and derivative works faster than agencies can identify, let alone control.

As AI reshapes the strategic landscape, an unusual set of superplayers has emerged. They do not fit neatly into the familiar categories of nations, corporations, or civil society.
They operate across boundaries, command unprecedented computational leverage, and interact with each other in ways that would have been nearly impossible in earlier eras.
The balance of power in the technopolitical age rests on the behavior of four such superplayers.
3.1 Technostates
A technostate is a nation whose economic base, security infrastructure, and political governance have become inseparable from artificial intelligence. This is not simply digital transformation or modernization. It is a structural fusion of state power with computational capability, in which AI becomes the operating system of national strategy.
The United States, China, Russia, and Israel are the most advanced examples, though others are beginning to follow the same trajectory. Nations like India, South Korea, and the UAE are rapidly developing the industrial, security, and computational capacity required to join this tier, though they have not yet reached full technostate integration.
Technostates prioritize AI supremacy because it amplifies every dimension of national power: military readiness, economic productivity, intelligence operations, cyber capabilities, political control, and even cultural influence.
In these countries, AI development is not merely an industrial priority; it is a national imperative. Ministries, intelligence agencies, and leading corporations operate in a coordinated ecosystem where compute and data flow with strategic intentionality.
Internally, AI drives a new kind of governance. Decision systems become faster, more predictive, and more centralized. Surveillance capabilities expand. The capacity to monitor dissent, detect threats, and optimize social control increases.
For some, this is framed as security; for others, as efficiency. The reality is that AI becomes a core instrument of statecraft—one that subtly shifts the balance from democratic accountability toward technocratic authority.
And because these technostates also possess nuclear deterrence, AI development becomes tightly intertwined with traditional strategic stability.
The fusion of nuclear capability with real-time machine intelligence marks a profound shift in global power: great powers now deter one another simultaneously in physical space and computational space.
3.2 Corporate Sovereigns
The second class of superplayer is not a nation at all, but the large technology corporations whose AI platforms increasingly underwrite global digital life.
These companies control compute infrastructure, data pipelines, cloud ecosystems, talent networks, and the model architectures that shape how billions of people interact with information. Their reach rivals, and in many dimensions exceeds, that of mid-sized nation-states.
They operate across borders, negotiate directly with governments, and influence global norms around speech, privacy, identity, and security. They determine which AI models are deployed, which capabilities are allowed, and which safety frameworks become standard. In many contexts, they act as de facto regulators—not through law, but through code.
Their incentives, however, are not aligned with public governance. They are aligned with growth, market dominance, and shareholder value. They may champion ethics one day and negotiate surveillance contracts the next. They may resist political pressure in one country while capitulating to it in another. This ambiguity gives them enormous strategic flexibility but leaves democracies with difficult questions about accountability and sovereignty.
The rise of corporate sovereigns is one of the most important shifts of the AI era: we are witnessing the emergence of private powers with state-level influence but without the constraints of democratic legitimacy.
3.3 Open-Source Ecosystems
The third superplayer is the global open-source AI ecosystem—a distributed collective of researchers, engineers, hobbyists, graduate students, and independent labs. This group is often underestimated, but it is perhaps the most dynamic force in the entire AI landscape.
Open-source communities innovate with remarkable speed, recombining ideas, creating derivatives, and democratizing capabilities. Where corporations optimize for competitive advantage and states for strategic dominance, open-source actors optimize for freedom, experimentation, and ideological openness.
This ecosystem behaves like a wildtype branch of the AI evolutionary tree. It cannot be censored, contained, or meaningfully slowed. Every time a major model is released, the open-source community dissects, miniaturizes, and reimplements it. Capabilities once exclusive to elite laboratories become accessible to anyone with curiosity and compute credits.
This has enormous benefits—innovation, democratization, access—but also profound risks. The same openness that empowers creativity also accelerates proliferation. The same transparency that fuels progress also enables misuse.
Open-source AI is the ideological counterweight to technostates and corporate sovereigns, but it is also the wild card that makes long-term governance so difficult.
3.4 Intelligence Alliances
The fourth superplayer is quieter but no less powerful: the global intelligence alliances that already serve as the backbone of transnational AI governance.
Networks like the Five Eyes, along with their extended partners, possess the world’s most sophisticated surveillance systems, data flows, cyber capabilities, and signals intelligence. They operate with a level of cross-border coordination that few civilian institutions can match.
Increasingly, these alliances are integrating AI into their joint operations: real-time threat detection, anomaly analysis, supply-chain monitoring, and predictive modeling.
They share models, exchange findings, and shape the contours of what is considered acceptable global behavior in cyberspace and beyond. In many ways, they function as a shadow governance layer for AI—a quiet, persistent force that coordinates in the spaces where treaties falter and legislatures gridlock.
Together, these four superplayers—technostates, corporate sovereigns, open-source communities, and intelligence alliances—now shape the emerging technopolitical order more profoundly than traditional politics ever could. The future will be decided not only by nations, but by the interactions among these hybrid powers operating across borders, incentives, and ideological lines.
The new map of power is no longer drawn primarily by territory or ideology, but by the capacity to wield intelligence at scale.
4. Game Theory Analysis: Why Stability Is Impossible (For Now)
To understand the technopolitical age, we need to understand the game that is now being played.
It is not the Cold War game of containment, nor the postwar game of institutions. It is a multipolar, high-speed, opaque, self-accelerating contest in which the number of players has multiplied and the rules have dissolved.
The logic of nuclear deterrence—so effective at stabilizing a bipolar world—breaks down entirely when intelligence becomes both distributed and unpredictable. The result is a global system with no stable point of balance.
4.1 Multipolar MAD (Mutually Assured Disruption)
Mutually assured destruction worked because it was simple.
Two superpowers, two arsenals, two sets of incentives, each with full knowledge of the other’s capabilities. The horror of full-scale nuclear war created a perverse but durable equilibrium. The world was dangerous, but it was predictable.
AI breaks this structure. Instead of two players, we now have dozens of states, hundreds of corporations, and thousands of open-source actors—each with different motivations, different capabilities, and different levels of restraint.
No one has perfect information. No one can reliably signal strength or weakness. And unlike nuclear weapons, which required immense industrial resources, AI systems can be built, modified, and redeployed at astonishing speed.
This produces what I call mutually assured disruption.
The risk is rarely total annihilation; it is cascading instability—economic shocks, cyber failures, algorithmic misinformation storms, autonomous escalation in military or financial systems. With so many actors and so few guardrails, the system cannot settle into equilibrium. It exists in a state of metastable turbulence: calm on the surface one day, convulsing the next as a new capability, exploit, or model enters circulation.
In game-theoretic terms, as the number of players increases, the size of the Nash equilibrium set shrinks dramatically. With AI, the payoff matrices change faster than players can adapt. By the time a strategy appears stable, it is already obsolete.
This is not a world that can be frozen into balance. It is a world that flows.
4.2 Strategic Ambiguity and the Adversarial Gap
Nuclear weapons offered clarity: You could count them. You could test them. You could observe the industrial capacity required to build them. This clarity made deterrence credible.
AI offers no such clarity. Capabilities are hidden, layered, encrypted, or simply undeclared. A nation may possess a breakthrough model that it never reveals. A corporation may deploy internal systems that exceed its public offerings. An open-source community may create a capability that spreads globally before anyone fully understands it.
This creates what I call the adversarial gap: the inability to distinguish what another actor can truly do. Is a government signaling strength or bluffing? Is a corporation withholding a breakthrough or still chasing it?
Is an open-source model harmless or a latent weapon? Without knowledge of adversarial capabilities, trust collapses. And when trust collapses, players overbuild defensively, escalate unnecessarily, and assume the worst in each other’s intentions.
Ambiguity becomes the dominant feature of the system—a structural fog of computation that erodes the foundations of deterrence.
4.3 The Acceleration Spiral
A strange paradox sits at the center of AI geopolitics: every major power is threatened by uncontrolled acceleration, yet each one benefits when competitors accelerate just a little bit ahead.
Leaked weights, open-source reimplementations, academic papers, and corporate releases all circulate globally in a matter of hours. Every breakthrough becomes a rising tide that forces all others to rise with it.
This creates a positive feedback loop—a self-reinforcing acceleration spiral.
Nations fear falling behind, so they invest more heavily. Corporations fear losing market share, so they release faster. Open-source communities thrive on the thrill of iteration and discovery. The system pushes itself toward higher capability with no collective ability to slow down.
Evolutionary biologists would recognize this immediately: it is the Red Queen dynamic.
Everyone must run faster simply to stay in place. In such an environment, deliberate restraint is nearly impossible. Acceleration is not a policy choice; it is a survival tactic.
4.4 The Time Compression Problem
Perhaps the most destabilizing aspect of AI is not its intelligence but its speed.
Nuclear escalation unfolds over hours or days. Financial crises unfold over weeks or months. AI-driven systems, by contrast, interact in milliseconds.
We saw an early preview of this dynamic during the 2010 “Flash Crash,” when automated trading systems erased nearly a trillion dollars in minutes before humans could intervene.
Autonomous trading algorithms, cyber offense and defense systems, drone swarms, supply chain optimizers, and information operations all operate on timeframes too short for meaningful human oversight.
A misclassification, a misaligned objective, a false positive in a detection system—any of these can trigger cascading consequences before a human operator even becomes aware that something has gone wrong.
This time compression makes classical governance impossible.
By the time a human reviews the situation, the action has already occurred, propagated, and mutated. Oversight becomes a formality. Accountability becomes retrospective. And geopolitical crises acquire a hair-trigger sensitivity that no society is prepared to manage.
Most of the existential risk associated with AI does not come from a hypothetical superintelligence plotting in secret. It comes from automated cascades that unfold too quickly for human systems to contain—a world where intelligence accelerates while governance decelerates.
In a system with so many players, so little transparency, and so much speed, stability is not an available option.
To understand what comes next, we must look not for equilibrium, but for winners and losers in a world defined by continuous disruption.
In systems that think faster than we do, control becomes an illusion that arrives only after the outcome has already been decided.
5. Winners and Losers in the AI World Order
Instability does not distribute power evenly. Some actors are structurally advantaged in a world of accelerating intelligence, while others are left clinging to diminishing sovereignty.
The AI world order is not a meritocracy or a moral contest. It is a landscape shaped by infrastructure, capital, deterrence, data, and the ability to integrate AI into every layer of national and organizational strategy.
In this landscape, the winners were largely predetermined long before the first large language model was trained.
5.1 Why Nuclear Powers Automatically Win the AI Game
The strongest predictor of AI dominance is not innovation speed, talent density, or even compute access. It is nuclear status.
The nations that built, maintained, and secured nuclear arsenals over the past seventy years cultivated an infrastructure uniquely suited to the AI age: massive industrial bases, hardened data centers, elite research institutions, advanced intelligence agencies, and highly integrated military–industrial ecosystems.
Nuclear powers also possess something no other nations have: credible strategic backstops. AI conflict—economic, cyber, informational—may escalate unpredictably, but only nuclear states can deter existential escalation. In a world where AI capabilities blur the line between conventional aggression and strategic attack, nuclear powers remain the only actors capable of imposing ultimate consequences.
They also have the scale to sustain AI at industrial levels: gigawatts of energy, billions in annual compute budgets, semiconductor supply chains, and global security networks.
These assets make them the gravitational centers of the emerging AI hegemony. They are not guaranteed to use this advantage wisely, but structurally, they cannot be displaced. They also control or heavily influence the semiconductor supply chains—fabs, lithography, and export regimes—that determine who can build frontier AI in the first place.
5.2 Why Smaller Nations Cannot Win Alone
For smaller nations, the AI age presents an uncomfortable truth: sovereignty now depends on computational scale, and scale is expensive.
Most states cannot build hyperscale data centers, compete for global AI talent, or maintain the semiconductor supply chains necessary for frontier models. Even technologically sophisticated nations often lack the internal market size or investment appetite required to sustain long-term AI leadership. Many governments already rely on foreign cloud providers—Amazon, Microsoft, Alibaba, and others—for critical public-sector infrastructure, locking them into dependencies that no amount of national rhetoric can undo.
This leads to what I call the Digital Vassalage Trap.
Nations without sufficient scale become dependent on external AI providers—whether they are technostates or corporate sovereigns. Their public sectors run on foreign cloud infrastructure. Their economies rely on imported models. Their citizens’ data flows through systems they do not control.
Some will respond by forming federations or alliances. Others will pursue strategic neutrality, offering safe harbor or regulatory stability.
A few exceptional cases—Singapore, Israel, South Korea—may carve out specialized niches.
But for most, the choice is simple: align with a major AI bloc or risk strategic irrelevance.
5.3 The EU’s Membrane Strategy
Europe’s position in the AI landscape is unusual. It cannot realistically dominate AI innovation; the structural barriers are too deep: fragmented markets, a risk-averse investment culture, and a regulatory posture that prizes stability over speed. Yet Europe is not powerless. It has something no other region possesses: regulatory gravity.
The European Union has discovered that it can shape global technology markets by setting high internal standards and forcing external actors to comply.
GDPR is the clearest example. It effectively requires foreign companies to operate local infrastructure, store data within Europe, and submit to European oversight. This transforms regulation into a form of economic capture—a way to bring foreign investment, jobs, and compliance ecosystems onto European soil.
I call this Europe’s membrane strategy: a high-integrity, high-regulation interior protected by a permeable but demanding boundary. Players can participate, but only if they meet Europe’s standards. It is a gated community model of geopolitical relevance, and it may prove more durable than critics expect.
By contrast, technostates optimize for dominance. Europe optimizes for resilience. It may not win the AI arms race, but it intends to survive it with its social contract intact.
5.4 The Corporate Alignment Game
Perhaps the most unpredictable variable in the AI world order is the role of the technology corporations that build and control frontier models.
Unlike traditional companies, these firms wield strategic capabilities that rival those of nation-states. They control global cloud infrastructure, talent pipelines, data networks, and the platform layers through which most digital life now flows.
Governments depend on them—for cybersecurity, cloud services, identity systems, and AI research. Corporations depend on governments—for subsidies, favorable regulations, and geopolitical protection. This creates a new kind of bargaining relationship in which neither side can fully dominate the other.
Corporate incentives are fluid and often contradictory. A company may resist government surveillance one year and support it the next. It may refuse to build a military AI system, then quietly sign a defense contract. It may promote open-source principles publicly while lobbying for restrictive standards privately. This ambiguity gives corporations vast strategic leverage but leaves societies with no clear understanding of where power truly resides.
In the technopolitical age, political outcomes are shaped not only by elections and treaties but by the alignment strategies of corporate sovereigns. They sit at the hinge point between democratic aspiration and geopolitical necessity. And their choices—rooted in profit, principle, pressure, or self-preservation—will help determine the long-term trajectory of the AI world order.
The next decade will be defined by this asymmetric distribution of power: nuclear states, dependent small nations, a regulatory fortress in Europe, and corporations that operate alongside states rather than within them.
Understanding this hierarchy is essential for understanding what comes next.
6. The Internal Risk: AI vs Populations
Even if the major powers navigate the turbulence of AI proliferation and emerge with their sovereignty intact, it does not follow that their societies will remain healthy.
The deepest risks of artificial intelligence lie not in geopolitics but at home—in the fragile social contracts, institutions, and norms that hold nations together.
AI reshapes these foundations in ways that are subtle, pervasive, and often irreversible.
6.1 AI as a Norm-Erosion Engine
Democracies rely on a shared informational foundation: common facts, trusted institutions, widely accepted norms of argument and evidence. These are the invisible infrastructures of public life. When they weaken, everything built upon them weakens as well—citizenship, legitimacy, consent, and the capacity to deliberate about the future.
AI accelerates norm erosion in several ways. Synthetic media blurs the line between the true and the fabricated. Memetic acceleration fragments public attention. Hyper-personalized persuasion can nudge individuals in ways that bypass deliberation entirely. Information ecosystems become saturated with narratives that are tailored to polarize, provoke, or distort.
